The three principal participants in the Stockholm Trial are the City of Stockholm, the Swedish Road Administration and Stockholm Transport (SL).
The City of Stockholm was responsible for providing general information about the Stockholm Trial, evaluation, information on the evaluation, and extended park-and-ride sites.
The Swedish Road Administration was responsible for the design and operation of the technical system and information about how the congestion tax was to be paid.
SL was responsible for expanding public transport services and park-and-ride sites.
All costs were payed by the Swedish government.
